Abstract

With a focus on WSIs used to describe the severity of winter storms, this white paper identifies the key challenges regarding the use and development of WSIs and discusses ways to further develop and improve WSIs going forward. The paper first discusses challenges facing users of WSIs developed to date, the key issues involved in modeling WSIs, and the challenges in capturing and modeling certain weather phenomena. The paper the identifies current research and other efforts that may address the challenges and issues identified and emphasizes the need to work closely with transportation agencies to implement WSIs effectively.
