Abstract
The report includes an analysis of alternate bridge locations, preliminary engineering studies, traffic and toll revenue estimates, preliminary project costs and an indication of project feasibility. Seven alternate bridge construction programs have been studied, the proposals which assume imposition of tolls on the present Julien Dubuque Bridge in conjunction with construction of two or more new crossings indicate considerably higher financial feasibility levels than those which assume the bridge will remain free.
