Abstract
The Upper Explorerland Region is comprised of five counties: Allamakee, Clayton, Fayette, Howard, and Winneshiek, with a population of 95,672. The Upper Explorerland Regional Planning Commission is one of the 16 area planning organizations (APO) in Iowa, recognized oy the State of Iowa and by the Department of Housing and Urban Development. The Regional Planning Commission is not an additional level of government; but it is a vehicle for local governments to cooperate on those things that are best approached on a regional basis. It must also be remembered that the Regional Planning Commission is a voluntary association and can be terminated, as it was created, by the action of the member governments.
