Abstract
This document, "Planning, Implementation and Operation of a Statewide Pavement Management System: Workplan Development and System Design," reports on the progress made on the development of Iowa's statewide pavement management system (PMS) through October, 1994. It documents the workplan and system design of the statewide PMS. Future reports will document the progress made on the implementation of the system. The project is being conducted for the Iowa Department of Transportation and being directed by a steering committee.
