Abstract

The development of safety related file linkage capability involved several offices and divisions within the Iowa DOT. The offices and divisions with primary involvement are highlighted on the organization chart in Figure 1 on page 2. The involvement of each of these offices will be explained in this report. The basic accident data system presently in use was implemented in January, 1977. Iowa contracted with the consulting firm of Wilbur Smith and Associates to develop and implement an Accident Location and Analysis System (ALAS). A link-node accident location system was adopted and basic analysis programs were developed.
