Abstract
This study of hazardous waste facility siting in Iowa grows out of two important efforts in the state, and neither its purpose nor its final impact can be understood without considering these efforts. The first is a now concluded program known as Iowa: 2000. This was a statewide citizens' effort over the last six years, dedicated to identifying the major problems Iowans will face in the near future and the principal goals they may wish to achieve. Approximately 47,000 citizens participated in local, regional, and statewide conferences, hearing and responding to background papers on key issues.
