Abstract
The 2014 Iowa Department of Transportation (DOT) Strategic Plan defined a vision of Smarter, Simpler, Customer Driven. The 2016 Iowa DOT Transportation System Management and Operations (TSMO)Strategic Plan and accompanying Program Plan describe a TSMO-oriented approach towards managing and operating the transportation system in a way that will help achieve this vision. TSMO is an approach to optimize existing infrastructure through better integration, coordination, and a systematic implementation of key operational strategies. As stated in the TSMO Strategic Plan, “Within Iowa DOT there are multiple disciplines, offices and regions with the responsibility and ability to deliver safe and reliable mobility at the statewide and regional level.
