Abstract

These activities can be financed out of CAP grants with the help of other funds, but the local program must represent an addition to, not a substitution for, programs already operating. The administrating agency within each community is the Community Action Agency (CAA). The CAA may be a public or a private, nonprofit agency , and it must meet other eligibility requirements.
