Abstract

The Maintenance Quality Survey Program is a subjective evaluation of Iowa's Primary and Interstate Highway System. The purpose of this program is to evaluate the quality of the maintenance being performed on these highways. The survey was conducted from September 12, 1988 through October 28, 1988. The survey team consisted of two people, an Office of Maintenance Representative and a Highway Engineer Trainee. For consistency in the results, the team remained the same throughout the entire survey period. The 1988 survey consisted of a sample size which included approximately 10% of the state's highways. A computer program was written to query the Primroad data base and select one mile test sections.
