Abstract
These instructions are to apply on all federal and state aid work unless special instructions are issued to the contrary. In handling this work, the district engineer must be the most important, link in the organization connecting the general office with the actual engineering work in the field. These instructions are based on this principle, and are designed to outline definitely to each engineer his duties, responsibilities, and authorities with reference to the federal aid work and with reference to other employees engaged in this work.
