Abstract
In 1987 the Iowa Department of Transportation (Iowa DOT) received a directive from the State Legislature to establish a State Scenic Byway Program "to identify four pilot scenic highway routes across two or more counties each for trial promotion in the state's tourism marketing program". This directive was initiated in January 1992 when public road agencies throughout Iowa were requested to identify (nominate) candidate routes for possible designation as scenic highway routes. In July of 1992, Iowa DOT entered into a contract to inventory, evaluate, and report on nominated routes covering approximately 1,650 highway miles. This contract resulted in the publication "Iowa Scenic Byway Evaluation" prepared by Decision Data Inc. Information and evaluations contained in this report resulted in the designation and signing of four pilot scenic byway routes in 1993.
