Abstract
To insure the development of a community in an orderly fashion, it is essential that a plan be developed to guide the future growth of the city. Not a plan devised to encourage the spending of public funds, but a plan that will show the best use to which the tax dollars can be put. A city plan is essentially a general scheme, showing the location and extent of physical improvements needed to serve both the present and future population.
