Abstract
Iowa’s process for setting targets and baselines with the Special Education Advisory Panel (SEAP) includes providing the historical context of the topic around each indicator, the historical data and targets, and important current or future planned activities that may have an effect on the outcome data. These materials are provided to members prior to meetings for time to review the data and have questions prepared for receiving clarification. In the year for FFY21, no targets were revised and no baselines were reset. The data that was submitted in the FFY21 SPP/APR was presented to SEAP along the corresponding targets for conversation. SEAP members gave their feedback and had conversations about what strategies the state could use to improve certain indicator data.
