Abstract
the Intergovernmental Personnel Act (Public Law 91-648) is subject to the following standard legal, program, and administrative requirements, unless otherwise agreed by the grantee and the U. S. Civil Service Commission. These standard requirements supplement the assurances contained in Part V of CSC Form 1148 "Application for Federal Assistance, Intergovernmental Personnel Act." Where references are made to the provisions of Circular No. A-87 or Circular No. A-102 of the Office of Management and Budget, grantees should consult these Circulars or the IPA Grant Administration Handbook for specific details.
