Abstract
As many as 25 percent of Iowans have a disability, a behavioral health need, or are older adults (age 65 or older).1 It is challenging to estimate the share of this population that needs additional supports to stay in their homes, particularly those who are eligible for publicly funded services to do so. Nonetheless, even if a minority of individuals in this group require supports today, the possibility that they will need supports in the future—and the involvement of their family members and loved ones to navigate obtaining those services and supports—means that many more Iowans will be affected by programs and policies to support community living.
