Abstract
Iowa Department of Public Health, Division of Substance Abuse and Health Promotion, and with the cooperation of the Iowa Department of Education, a study was designed with the purpose of developing a planning tool that would utilize existing research based models of risk factors for substance abuse and evaluate them for the Iowa environment. This report is an attempt to address both these goals.
