Abstract
Home rule is still considered to be a significant means of strengthening the legal relationship between a state and its units of local government, through promoting both local autonomy and state responsibility. The purpose of this study is to present a brief description of the principles and operation of home rule as they have developed in the United States. It was prompted by evidence of a continuing interest in the topic by citizens and public officials of the state.
