Abstract
In this study of the subject, and in observing the working of our penal system, we very soon discovered that many of the worst crimes committed in the state could be traced more or less directly to person who had previously been confined in some of our institutions designed for the detention or reformation of such persons as had been tried and found guilty of less serious offenses. Ex-convicts, person who had served time in prison, were exposed to severe trials and temptations immediately on being released from confinement.
