Abstract
The long range goal for local government in Northwest Iowa communities is basic to provide for the needs of our citizens. The needs as well as the means of achieving our goal will vary from community to community, but our common goal can be achieved. It can be achieved by loosening the chains that shackle us to the 30 mill limit, not by increasing the 30 mill limit, but by providing our communities with additional revenue or the means to acquire it. It can be achieved by providing monetary assets to compensate for the legal liabilities imposed by the State legislature and State Agencies.
