Abstract
In the spring of 1989, the Iowa Legislature passed a bill establishing the Advisory Council on Head Injuries and placed the Central Registry for Brain and Spinal Cord Injuries in the Department of Public Health. The Advisory Council was assigned to study the needs of persons with head injury and to make recommendations that address those needs. The Iowa Advisory Council on Head Injuries was established by executive action on June 5, 1989. Governor Branstad appointed 10 voting members and 7 ex-officio members to the Council. The members of the Council shall include persons with head injuries, representatives of industry, labor, business, and agriculture, representatives of federal, state, and local government, and representatives of religious, charitable, fraternal, civic, educational, medical, legal, veteran, welfare, and other professional groups and organizations. The Council shall represent every geographic and employment area in the state, and include members from both sexes. The Council was administratively assigned to the Division of Persons with Disabilities within the Department of Human Rights.
