Abstract
Primary credit for conceptualizing and implementing the Governor's Conference on Comprehensive Manpower Planning should be given to the staff of the Iowa Office for Programming and Planning. Richard Madison conceived the basic idea of a Manpower Planning Conference and helped move the idea from "blueprint" stage to actual fruition. Walter Salomon suggested the basic format of the program. Gordon Bennett, State Manpower Director, provided overall direction. Financial assistance for the sponsorship of the Conference was provided in part through the U. S. Department of Labor's manpower institutional grant.
