Abstract
The Iowa Flood Mitigation Program was signed into law by the governor as a mechanism to assist local government in their efforts to break the cycle of damage, reconstruction and repeat damage cause by flooding. The program strives to reduce or eliminate the risk from, and effects of, flooding by providing funds for flood mitigation project that otherwise would not be funded.
