Abstract
The Commissioners appointed by a act of the General Assembly, entitled an "Act to permanently locate, and to provide for the erection of an additional institution for the Insane," would respectfully submit a report of their proceedings since the date of their last report, with a report of the superintendent of construction, and the exhibit of the treasurer of the Board, giving a detailed statement of the expenditure of the unexpended balance of the appropriations of the Sixteenth General Assembly, we well as that of the appropriation of the Seventeenth General Assembly.
