Abstract
The focus of this report is on the impact of the mandatory minimum sentences established in Iowa in 1996 with the goal of punishing and incapacitating criminals convicted of selected forcible felonies in the State. At the time this was considered a step toward increasing public safety, as the felons convicted of the applicable crimes were regarded as being uniformly high-risk and dangerous.
