Abstract
The federal government contributes to state child-welfare systems by providing funds under title IV-E of the Social Security Act. Currently, title IV-E funds are designated for foster care and adoption assistance for children who have been removed from their parents’ care due to maltreatment or other circumstances. Family First transforms those title IV-E financing streams to allow payment for services to families whose children may be at risk of entering foster care. The new act aims to prevent the unnecessary removal of children from their families by allowing federal dollars to pay for prevention services.
