Abstract
The Report contains both recommendations and goals. Recommendations are relatively concrete, and in the view of the Commission, can be accomplished in a relatively short period of time. Goals are more broadly stated directions for the Commission that will require a more extended period of time to implement. As will be apparent, some of the recommendations and goals of the Work Groups overlap. The Work Groups plan to coordinate their future activities to avoid duplication of effort.
