Abstract
The Core Capabilities Assessment will be reviewed and revised annually, concurrent with the submittal schedule of the State Preparedness Report (SPR), and the Threat and Hazard Identification and Risk Assessment (THIRA) processes. Pages 7-10 contain keys, showing specific questions asked during the assessment. Each capability was assessed through the prism of planning, organization, equipment, training and exercise (POETE), with specific questions and scoring mechanisms.
