Abstract

This study consists of a process and outcome evaluation of the First Judicial District’s Dual Diagnosis Offender Program (DDOP). The study was supported by Byrne funds through the Iowa Office of Drug Control Policy, which provided partial support for DDOP operation. The purposes of the study were to: explain the context of the program, its history and funding sources; depict the program staff; describe the program and activities; portray the beneficiaries of the program and describe who completes it; describe changes to the program; and assess participants and a comparison group on measures such as recidivism, substance abuse relapse, and justice system costs.
