Abstract
In January of 1974, the Muscatine County Board of Supervisors requested help from the Local Government Personnel Service Center of the State of Iowa's Office for Planning and Programming. This help was to be in the form of a comprehensive personnel management proposal and was to be derived from an in-depth study of Muscatine County employees and employment practices. Due to a backlog of projects, this study was not begun until May of 1976.
