Abstract
A vital ingredient of successful personnel management in state government is the relationship between employees and their immediate supervisors. The supervisor can become the only member of management with whom the employee has direct contact. Management is represented by the supervisor in the eyes of the employee, and the supervisor 's decisions represent management's decisions. Thus, the relationship between supervisor and employee cannot be over-emphasized.
