Abstract

A technical study initiated in 1969, the cities of Des Moines, Clive, Urbandale, West Des Moines and Windsor Heights arranged for the public takeover, funding and operation of the failing Iowa Regional Transit Corporation (I ATC). This action assured the preservation of basic transit service in the area-a vital source of mobility for those without access to an automobile and for those too old, too young, or physically unable to drive a car. It also enabled the continuation of a transportation system which efficiently utilizes land resources and alleviates a portion of the congestion, air pollution, and urban sprawl attributable to the private automobile.
