Abstract

In Iowa, virtually every sector of the economy uses water. In the future, industrial, agricultural, and population requirements for water in Iowa are expected to increase as population and output increase. At some point in time, because of the uneven distribution of water supply both seasonally and geographically, requirements for water in Iowa may reach such a level that water becomes a constraining resource, one whose scarcity causes potential production to be foregone. This constraining influence on production could be felt either locally or generally, by individual water users or by groups of users. In such a situation, the manner in which water rights are allocated could have a direct effect on state and local economic fortunes.
