Abstract
The purpose of this paper is not to encourage litigation against the State of Iowa. Rather, the purpose here is to provide the attorney with the tools used in making a professional judgment as to whether a client has a valid and justifiable claim against the State. The attorney will be shown the law. He will be provided with research and investigative suggestions, then as an officer of the Court, he must decide, after thorough investigation, whether the State, his State, deserves to be sued.
