Abstract
The problem of specifying what shall be the maximum roughness to be permitted in road construction is one affected not only by what is desirable and reasonable but also by what is possible in the present stage of the art of construction. What has actually been done in construction is show very well be the wide range of roughness values and the averages obtained in roughness measurement of all kinds of roads during the past three years.
