Abstract
This publication was designed to serve as the base upon which local school departments may develop an adequate arithmetic program for all retarded individuals from the primary level through the end of high school. Consequently, the model has been arbitrarily divided into four categories which parallel the divisions currently in use by many school districts. The first category is devoted to the primary group ranging in chronological age from six to nine years. The second category is devoted to the intermediate group comprising ages nine through twelve. The junior high division includes ages twelve through fourteen. The senior high group deals with ages fourteen and up through adulthood, although public school attendance is usually terminated by age twenty-one.
