Abstract
The State Plan and Perkins Legislation require Community Colleges to effectively provide educational services necessary for removing barriers and ensuring success in vocational-technical programs. Community College Special Needs efforts are funded through the utilization of Perkins dollars. This document summarizes the disadvantages of reallocating these funds to other projects at the expense of students presently served in a wide variety of programs. The loss of these funds coupled with inflation and inadequate state funding restricts the community colleges in the services they can provide to Iowans.
