Abstract
This report looks into the complex issue of balancing the educational needs of college students in four year colleges vs two year vocational and technical schools, and graduate programs. State governments look to cut down on unnecessary duplication among educational institutions, but the needs of the different levels of institutions require some duplication. Graduate level and advanced professional programs do not have duplicate programs unless the needs of the state or the nation tend to justify the establishment of a new program.
