Abstract

During the FY 1977-FY 1978 Unified Work Program of the Des Moines Urbanized Area, Transportation Technical and Policy Committees developed a Transportation System Management Plan, which is published under a separate cover. This appendix provides back-up information to the TSM plan and can be used as a tool by local governments for future TSM planning. It outlines the objectives, actions and measures of effectiveness that were used in the plan. The charts which appear after the following definitions indicate the objectives, actions and measures of effectiveness that can be used to evaluate a TSM project.
