Abstract

This report presents analyses, findings, and recommendations of a traffic operations and safety study for First Avenue in Cedar Rapids. Objectives of the study were to evaluate First Avenue traffic operations and safety and to develop a recommended improvement program to satisfy existing and projected future needs. The study extends from the intersection of Williams Boulevard and 16th Avenue SW to Collins Road East. First Avenue functions as a primary arterial route through the city and is a major regional traffic facility. Much of the east-west traffic movement in Cedar Rapids is carried by First Avenue, since no existing alternative routes are available. The existing and future function of First Avenue as a major traffic facility and its critical role in the City's transportation system, were considered in the development of recommendations.
