Abstract

This survey represents the efforts of many starting with first person who by constructive conversation with others having t he community of Fort Madison and surrounding area as their prime concern for years to come, commenced to find out, if others were as concerned as they were. The first step was in taking the concept t o active organizations within the community for input and backing to insure that the survey accomplished t he intent and received the necessary support of the voting residents.
