Abstract

The City of Muscatine, Iowa, with a population of approximately 25,000, is located on the east side of the state on the Mississippi River. The city has for years kept pace with the pressing need for adequate traffic control devices to handle the increasing volume of traffic. Traffic characteristics within Muscatine differ somewhat from other cities of comparable size. Due to the geography of the city, there are several jogs in the state route (U.S. 61). Also, this state route has several separate and distinct characteristics. For example, the southern portion is primarily rural; the mid-section passes through the outer limits of the Central Business District; and the northern portion is primarily affected by residential and commercial activity.
