Abstract

This report presents the findings of our analysis of Iowa secondary roads. The principal focus of the research was on the formulation of criteria and systematic procedures for identifying and evaluating low traffic-count roads for consideration for vacating action. For purposes of demonstration, the procedures were applied to 3,421 roads in 10 sample counties, and the results of the demonstration have been provided to the Iowa State Highway Commission and to the respective sample counties. The report also includes our findings and conclusions relating to road closure or vacation, along with our recommendations regarding implementation of the road evaluation procedures.
