Abstract
The purpose of the Planning Directive is to serve as a guide for the production of the Preliminary Operational Survival Plan. It will state the assumptions upon which the plan is based; the objectives of the plan and the methods by which such objectives are to be attained; correlate the existing plans and studies with information and data furnished by the Federal Civil Defense Administration; assign emergency Civil Defense duties to individuals and agencies within the State government organization and provide for the activation of the Civil Defense organization.
