Abstract
The Solid Waste Alternatives Program is intended to reduce the amount of solid waste generated and the amount of solid waste landfilled. The mechanism to accomplish this is by providing financial assistance to aid in implementing various pollution prevention and solid waste management projects. Market development for recyclable materials and recycled content product manufacturing is necessary to allow recycling systems to grow and stabilize. Without private sector initiative, strong markets for recyclable materials are not possible. Through public - private partnership, we can create an effective and lasting recycling and market development system in the state of Iowa.
