Abstract
The Iowa Commission on Volunteer Service (ICVS) believes in national service and the value it offers to every community and every citizen in our country. However, as a state service commission in a rural state, we have been discouraged by developments in the field that are preventing small, mid-sized, and rural organizations from successfully applying for or operating national service programs.
