Abstract
This briefing provides legal background relating to a proclamation of a state of disaster emergency by the Governor of Iowa. This briefing also address powers that the Department of Public Health may exercise independently or in conjunction with the Governor's authority during a state of disaster emergency. References to the Iowa Code are to the 2020 Iowa Code.
