The purposes of the study were to: explain the context of the program, its history and funding sources; depict the program staff; describe the program and activities; portray the beneficiaries of the program and describe who completes it; describe changes to the program; and assess participants and a comparison group on measures such as recidivism, substance abuse relapse, and justice system costs.
