Abstract
In any public or private enterprise t he f i r st task is to find the facts about existing conditions and trends. This applies especially to the early work of a planning agency. Successive tasks involve analyzing these facts and establishing objectives , making plans to obtain the objective, and , finally , organizing civic forces to carry out the plans.
