Abstract

The watershed-based approach for waste load allocation and water quality management has many advantages over the traditionai fragmentary, point-source oriented way of dealing with water quality problems, that has historically been used in many states, including Iowa. The advantages of the watershed approach are potential efficiency gains through better coordination and prioritization, improved relationships with stakeholders, and the integration of point and non-point source management programs, which is a key to addressing many of today's prevailing water quality problems. Therefore, it is recommended that the state of Iowa adopts the watershed approach for its water quality management programs.
