Abstract
The late 1940's and throughout the 1950's a national effort was directed toward reorganization and consolidation of American public schools. This movement had almost immediate effect upon the improvement of public education in America. Second, the passage of national legislation in the form of the Elementary and Secondary Education Act led to immediate development of literally thousands of techniques, approaches, and procedures for educating youth.
